Junior Energy Planning Analyst - JC-372368

Electric Planning and Market Design Branch | Integrated Resource Planning - Procurement Oversight Section

The Integrated Resource Planning Team is seeking a Junior Energy Planning Analyst to provide program oversight and policy/technical analysis to support the state’s resource and infrastructure planning efforts, including providing a team lead role in the Integrated Resource Planning process. This is a position where you will be contributing to solving some of the most important challenges facing California in regards to climate change and energy planning. Due to the complexity, statewide impact, monetary scope, and level of policy development involved, projects assigned to this position will be subject to close attention from Commissioners, Administrative Law Judges, and executive management. This may also include interaction with the media, the Legislature, and other agencies.

Under the direction of the Project and Program Supervisor, the Junior Energy Planning Analyst will advise and assist high-level decision-makers such as Commissioners, Judges, and Energy Division management. The Analyst may act as a team leader and project coordinator and will prepare written reports and analyses on economic, policy and/or technical issues related to the state's integrated resource planning programs.

Specifically, the Junior Energy Planning Analyst's duties and responsibilities may include:
  • Working to develop and refine parts of a complex regulatory proceeding in a team environment.
  • Conducting research and technical analyses on complex energy policy and energy market issues with moderate direction.
  • Developing creative solutions to complex analytical problems while taking into consideration the market and policy implications.
  • Coordinating with analysts in other Energy Division sections and branches on policy, generation, and transmission-related issues.
  • Developing expertise regarding the California energy markets, long-term energy resource planning, and the state’s transmission planning process.
  • Organizing and facilitating workshops and/or stakeholder meetings.

The Integrated Resource Planning (IRP) - Procurement Oversight Team in Energy Division oversees infrastructure and generation planning, including the design and implementation of the California Public Utilities Commission’s IRP process. Our work areas span integrated resource planning, energy efficiency optimization, climate change economics and policy, electrification, and renewable energy. Some of the projects the IRP group is working on are:
  • Exploring the feasibility and cost of pathways to significantly reduce greenhouse gas emissions in the near to long term (e.g., through 2050) for the electric sector.
  • Evaluating the level of renewable procurement needed to achieve the state's Greenhouse Gas (GHG) reduction goals.
  • Developing the business and regulatory case for new energy projects and infrastructure (transmission lines, storage, and generation).
  • Assessing the role of the current fossil generation fleet in achieving the states GHG reduction goals.
  • Refining planning and procurement processes and tools to adapt to the ever-growing need to procure new clean electricity resources.
