PURPOSE OF ASSIGNMENT:
As the largest single vaccine buyer in the world, UNICEF has a unique and longstanding expertise in procurement and logistics to help children in need. UNICEF procures more than 2 billion doses of vaccines annually for routine immunization and outbreak response on behalf of nearly 100 countries.
Through the COVAX Facility – led by Gavi, the Vaccine Alliance, WHO and CEPI – UNICEF is working with manufacturers and partners on the procurement of COVID-19 vaccine doses, as well as freight, logistics and storage. In collaboration with the PAHO Revolving Fund, we are leading the procurement and delivery for 92 low- and lower middle-income countries while also supporting procurement for more than 97 upper-middle-income and high-income nations. In addition to UNICEF’s role within the COVAX Facility, UNICEF is a key cross-cutting partner in the other pillars of the official ACT-A commodity pillars (therapeutics and diagnostics) and supports the end-to-end supply chain for these commodities.
As part of its broader commitments to information transparency and recognizing that the free flow of information and correcting information asymmetry is critical to underpin an efficient COVID-19 vaccine market, UNICEF has published the COVID-19 Vaccine Market Dashboard, the go-to public resource for the latest information on the world’s COVID-19 vaccine market and the COVAX Facility’s vaccine deliveries. The dashboard gives a global overview of COVID-19 vaccine development and progress towards vaccine approvals, reported global vaccine production capacity and production locations, vaccines secured and optioned through bilateral and multilateral supply agreements, and reported vaccine prices. It also provides daily updates on total COVAX vaccine deliveries, doses allocated, and doses ordered, as well as globally reported vaccine deliveries and vaccine donations outside of COVAX. In the future, UNICEF is planning to make available information of other strategic COVID-19 products/markets, such as, Therapeutics.
Under the supervision of the Market Research Officer (Markets and Supplier Financing Centre – MSFC), the incumbent will be expected to take active part in the development, design and maintenance of the COVID-19 Vaccine Market Dashboard and future Market Dashboards under development, as well as ensuring reliable master data quality. The consultant will gather market intelligence, help organize it in the existing monitoring tools and further develop the implemented visibility tools for decision making, communication and to demonstrate results.
Main Duties/Responsibilities:
  • Development and administration of MS Power BI dashboards
  • Support in maintenance of existing MS Power BI dashboard
  • Improvement of data infrastructure for existing MS Power BI dashboard
  • Development and administration of future MS Power BI market dashboards
  • The consultant will serve as the bridge between MSFC, IT centre, and external service provider, with the task to design, improve and/or migrate data to UNICEF’s data warehouse, with overall objective to guarantee that datapoints are ready for dashboard consumption
  • Generate relevant market intelligence
  • Connect data sources, import, and transform data for market intelligence
  • Translate data into informative visuals and reports
  • Perform ad-hoc data analysis. Given the request, this will include identifying the best way forward and methodology, collecting the information from identified sources (which may include ERP systems, existing dashboards, and external sources), organizing the information, performing the analysis, and presenting it in the most suitable format and platform
  • With the ability to properly understand the busines requirements, the consultant will conceptualize, develop, and implement business process and solutions that can result in relevant market intelligence, and improved data monitoring and/or reporting
  • Ensure reliable master data quality

  • The consultant will take an active role in monitoring the dashboards, and if/when needed, reach out to relevant stakeholders to implement preventive and corrective actions to ensure data quality
  • Perform and automate a rigours data quality assurance processes to ensure data quality and completeness
  • Provide documentation and training
  • The consultant shall provide all needed documentation related to reports/dashboards and design development as needed such as: data model diagrams, main query logic, etc. The consultant is expected to provide colleagues with initial training and documentation on the maintenance of the BI analytics dashboard, including data sources and data models if requested

- Ensure the daily operation of the COVID-19 Vaccine Market Dashboard is running smoothly from a data and information perspective, including but not limited to data maintenance, underlying data is refreshed as planned, master data is reliable, and when required take preventive and/or corrective actions

Travel International: 2 trips to Copenhagen may be required over the consultancy period
The consultant will interact with UNICEF staff to receive any clarifications and guidance that may be needed. The consultant may also engage with external service providers to request inputs needed to develop the required deliverables. On a weekly basis, the consultant’s work will be coordinated with the Market Research Officer. Each deliverable will be delivered in draft for comments and feedback before finalization.
The Consultant will duly inform UNICEF of any problems, issues or delays arising in the course of implementation of assignment and take necessary steps to address them.
All reports and results are to be submitted to the UNICEF in electronic form (*.pbix, *.docx, *.xlsx, *.pptx, and *.pdf or other formats accepted by UNICEF).
To qualify as an advocate for every child you will have…
  • Education:
  • Advanced university degree (Master’s Degree) in Information Systems Management, Data Science, Statistics, Engineering, Economics, or other relevant filed is required
  • A relevant first level university degree in the above areas combined with 5 years of relevant qualifying experience may be accepted in lieu of the advanced university degree
  •  
  • Work Experience:
  • A minimum of two (2) years professional work experience with proficiency in use of data processing, data warehouse, data reporting, data visualization, data analysis, business intelligence, and performance monitoring is required
  • Required experience/qualifications:
  • Systems competent, preferable with knowledge of SAP, data warehousing, SQL and able to use the MS standard computer software
  • Strong skillset in MS Power BI and knowledge of DAX
  • Strong skillset in Excel, including complex formulas and pivot tables
  • Good presentation skills and experience with communicating analysis results visually and in writing
  • Good knowledge of planning and/or project management principles and practices
  • Desired experience/qualifications:
  • A high level of attention to detail
  • Proven ability to work independently
  • Knowledge and experience in market research and/or market data analysis is considered an asset
  •  Languages:
  • Fluency and excellent writing skills in English are essential
  • Proficiency in another UN official language is an asset

EVALUATION CRITERIA:
Qualified candidates are requested to submit:
  1. Cover letter/application
  2. Financial quote for the consultancy which must include: the total consultancy fee (broken down into daily rate in US Dollars and number of consultancy days), travel costs (if applicable, considering two trips to Copenhagen, with details of the economy class ticket price) and administrative fees (if applicable, broken down into the separate categories of costs like internet, phone etc). The fees should be inclusive of all taxes.

UNICEF considers best value for money as a criteria for evaluating potential candidates. As a general principle, the fees payable to a consultant or individual contractor follow the “best value for money” principle, i.e. achieving the desired outcome at the lowest possible fee. Please note that consultants and individual contractors are responsible for assuming costs for obtaining visas and travel insurance.

Only candidates obtaining a minimum of 70% from the maximum available technical score (49 points) would be considered for the Financial Evaluation
The maximum number of points assigned to the financial proposal is allocated to the lowest price proposal and will equal to 30. All other price proposals will be evaluated and assigned points, as per below formula:
30 points [max points available for financial proposal] x [lowest of all evaluated offered prices among responsive offers] / [evaluated price].
The proposals obtaining the overall cumulatively highest scores after adding the score of the technical proposal and the financial proposal will be considered as the most compliant offers and will be invited for a written assignment and/or an interview.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
